Is it possible to get this background from an expert archtype, I’m pretty sure the answer to this is no because of the requirement to have Arcane Spell casting (Elder).

I’m pretty sure there is no way. You could take Prestidigitation as one of your Expert-granted talents but you can’t take Arcane Spell Casting until after you have to select Background.

He is correct, nothing currently available would give you the option outside of the Arcane Archetype.
