    What exactly are the requirements?

    the chart says quickness 7, logic 6,

    but the actual text of the talent says
    quickness 6, insight 4

    is there an errata?

    Text trumps charts/tables, so the text writeup is correct. You might also check Codex of Heroes as it was reprinted there with additional Tiers.
