I think this needs a little word-smithing. Maybe…
You cannot choose this background if you possess the Arcane or Divine archetypes nor if you posses any spellcasting talents (except val bloodline powers). Further, you may not possess any of these talents when character creation is done.
Currently, it could potentially be read that an Expert with Prestidigitation could qualify. They aren’t Arcane or Divine and don’t acquire any spell casting abilities (they already have Prestidigitation by the time background is chosen).
