Q: How are per scene abilities used outside of the written scenes in the mods?
A: The time “in-between scenes” are in fact a single scene, just as long as the time between written scenes is at least 5 minutes.I think you should change this to:

Again you are pointing specifically to a printed adventure, maybe we need to specify “when running printed adventures?”
believe it or not, some people may not even know we have a living campaign

because the chronicler crafts the Scenes in a home game, there should never be a “moment between scenes” is honestly a mistake by the writer. Any time you see it (without notation) is a published game, it’s an over site, and.. in many ways… the nature of the beast
As traveling between two points is it’s own scene with the plot point being the arrival. In a home game you already know its a new scene and treat it as such.

I like your original ruling, except your mandating the “in between scenes” Scene. My original suggestion was to make that extra scene optional at the discretion of the Chronicler.
and then we digressed into whether this applies to home GM’s or not, I dont have a lot of stock in that either way, however i am more interested in the “extra” scene being optional and not mandated.
