Leadership (ta) is listed in the requirements section for the page and than is listed again in the Talents section as something that you gain from the path.
so my understanding is you take this path at tier 2 so you can gain the tier component of the talent without having spend a talent in character advancement. (I hope that makes sense)
If you take War Mage Tier II, that means you took Leadership (Tier I). When you take War Mage, you gain Leadership again as part of the path, giving you the Leadership Tier II benefits.
