Binding Chains is range 40′ (10′). If you sustain it, does it sustain in the area or on the targets originally hit? If the area then the spell seems pretty much useless (especially given its Speed/Strain) as nobody will be in it for very long.
If you’ve had your Pace reduced to 5′ (or 0′) from some effect (say from Binding Chains), can you still incidental 10′ or are you limited to 5′ (or 0′)?

Incidental movement still comes from your movement allowed, so if you don’t have movement left, you can’t incidental.

Speed 7 so interruptible and people probably won’t be where you want them by the time it goes off and a fairly high Strain (4 iirc) just to reduce targets hit by 10′ Pace (most of which will still have the Pace to get out of the area on their next action).
