Hello,
One of the biggest complaints I hear from GMs is that Pain it is to keep track of what “tick” the various creatures go on. I agree – it can be daunting.
So I propose the following alternate rule for GMs and especially for BIs:
Threats from Minion up to Elits have a set tick costs for any and all actions they may take. If the threat is primarily a martial type, then their tick cost is a 4. If primarily a spell casting type: 6.
We an further simplify this by adding a time track to the stat block, as follows:
Brute Giant using a battleaxe:
4, 8, 12
Malefelan Elorii Elementalist
6, 12If Adversary level, then those are tracked like Heroes do.
Thoughts?

When I am judging larger combats I basically treat all ‘like’ enemies like Minions and have them move on common ticks, which simplifies things enough for me. While more complicated than simply “all elites go every 4 ticks”, it allows for more variation of tactics for the Chronicler, which allows for a more individualized (and in my opinion, fun) round for the players.

If you’re proposing adding this option as an optional campaign rule, then I’m all for it. So long as the judges have the choice. That way, for those judges who are not as proficient at juggling lots of NPC clocks, they have an “official” option hat will save time. (And players can’t complain that their judge was cheating.)
It wouldn’t likely affect me, either way. But I’m certainly not opposed to the idea.
