I was reading the Arcanis Rulebook, and I noticed something interesting about the wording of flintlock legality. On p. 213, it says “Commonly only Val or Heroes from Altheria may buy and legally use flintlocks”. Does this wording imply that non-Val and/or non-Altherians can gain the legal right to use flintlocks, under certain circumstances?

Otherwise, expect to face a firing squad using your own weapon!

(1) Noble vals can buy flintlocks (and are gifted with an adorned one at creation).
(2) All Altherians can carry normal flintlocks
(3) Clergy (Clerics and Holy Champions) of Altheres have the right to carry.So if you want to be a gnomish pistoleer, you’d have to get into lane 3…
Its not impossible that someone who does not fit into any of those lanes might *someday* be granted the right to carry as a reward for doing something (extreme) for the Republic. Still I wouldn’t hold my breath.

The flavor text supports this, the rules text is silent, but historically this has been a path to using flintlocks, right?

If you were an Altherian, val, or Priest/Holy Champion of Althares, then yes.
Anyone else, nope.
