I think most of it is done to A) Limit the number of players with these characters and B) Ensure that the players who spent the money have something unique.
If these were things for which it made no difference how many people actually had them, the numbers could be larger. For those, they have created add-ons. I wouldn't be discouraged though, as who knows what will happen in the next 5 weeks!
Yeah. I even mentioned bastard daughters and last of the pretender line probably didn't make sense to add more. I'd probably also be more understanding if some of the limits seemed to make more sense - I can't see anything that is screwed up if there are a few more val'Sosi or Agamassi allowed as PCs (they may be rare but so rare that the campaign suffers if more than 2-4 players can play them? I seriously doubt it). I'd also be surprised if any of the players who pledged those levels would care if they opened up a few more (though I could be wrong as I don't really know anyone who got one).
One addon I suggested that I'd like to see is a cert (or just a change to the campaign guide) allowing playing Ashen Hide (technically forbidden since they are from Canceri even though they're pretty much separate from the rest of Canceri).
I think I'm just discouraged because A) I really like the idea of the val'Sosi and the Agamassi (from what little I know of them) would work really well for my secondary char and B) as I said, I've
never seen such limited numbers on a Kickstarter (unless it's a $1500+ level where you get an insane amount of stuff or something really unique).
