    From the Codex Arcanis:
“Altharé has remained a neutral ground
for all the nations of man along the eastern coast.
A similar situation exists to the west in the First
City, the place where the Gods first set foot on
Onara. We are the caretakers of the City because
we remain neutral in the wars between Coryan
and Khitani, and are trusted by both. You might
ask how this came to pass.
That is another secret, Your Holiness; one
that we may share with you one day, if it is in my
    people’s best interests.”

Is it a ret-con that the Altharens are not the caretakers of the First City? or has something happened in the last 50 years (since the codex was cannon) to give the Maghir control? Or are the Maghir related to the Altherians?

I think one of the modules mentioned that the Altherians brokered the treaty between Coryan and the Khitani… but I may be mis-remembering.

The val’Abebi and the ul’Wei were the architects of the Treaty of Picinium, the treaty which ended the 2nd Coryani-Khitani War. As to the fact the Maghir are the de-facto rulers of the First City, that did not appear until A2 was released some years ago.

The game world has evolved in a different direction from the original Codex write up. Although Altherians (and the ul’wei) are both very respected for their role in brokering the peace that ended the 2nd war between Coryan and Khitan, they don’t weird real power in the First City.

Foreign policy, justice & security is essentially dictated from the Golden Court run by the Maghir people under the Tomal (head) Khan. (Or now Nasha…)

Trade policy is hashed out by the merchant council

The Tomal Khan has granted freedom of Worship and conscious within the First City. But really the representatives of the Mother Church, Kahlindrul and now Milandir coordinate to set most rules in the origins nap PoM cathedral.

Government in the First City is complicated.
