If a Ss’ressen took Apprentice of the Masters(Ba) and specialized in Armorer they would get the heirloom talent? Thus, it could get exceptional Ss’ressen scale armor?
As Josh said, it only grants Fine quality. This is something I’ve never understood though – Apprentice of the Masters even if it included the full Heirloom talent (exceptional) would, I think, be no more tempting than it is now. This background has lots of flavor but is lacking in mechanical advantages (unless your core character concept is a crafter of some kind).
