Arcane Strike seems to be a base maneuver which implies you can combine it with other martial techniques. When you combine it with something like sweeping strike (that allows you to attack multiple targets) am I right that the spell effect applies to each target?
Yes, if you go through the process of qualifying for it, you can combine it. And yes, it is a useful way of applying certain spells to multiple enemies within reach, and all the strain and recovery that entails.
