That is a spell rune containing the Steam Blast spell. That spell is in the upcoming Sseth book. Until then, look at the text of the spell in the module for reference.

I checked the module out and the description does not seem to work per the Spell Rune rules listed in Forged in magic.
Unless I hear differently, I will chalk this up to being an “extremely rare Spell Rune”.

That sounds right to me. From the perspective of interpreting rules, Generally more specific statements take precedence over general ones. It sounds like the tune is a special case.October 2, 2019 at 2:34 am #277513AnonymousInactivechecking my old certs and realised I have this one.
Sseth book is out and it is not available as a Rune, only a spell.
My conclusion: use the rules for Exceptional Spell Rune (Steam Blast).
Still very nice for 1/day as a Martial.
