To be honest I could care less on rune double dipping. It would simply going with a few rune except. Ones with activates would present a problem.
Quality, we’ve come to far in my opinion. And definitely should not double dip if an errata is done.
there is no quality bonus for a shield other than the ones provided as a weapon currently, the OP was a request for something that does not currently exist in the rules.
