    Is the Marked Man flaw allowed for characters in the campaign? Are there proscribed enemies? Any guidelines for including a character’s enemy(ies) in a round?

    It is allowed. It will be generally up to the GM to play this out in individual adventures as we have no way of tracking who is wanted by what.
