I want to make sure I am not confused on emulated powers. Here is how I think it works. If someone uses a power that can emulate another power, each scene they can spend a plot die to use the emulated power once. After they have done that 10 times they can spend 5xp to learn it as a power exploit.
Now, once they have spent the xp on it is it a regular power known for them that they can increase the ranks of or is it still just being emulated at half the ranks of the base power, but with no need to spend plot die?

yes on the first part
once you have learned the emulated power (paid the exp) it always stays 1/2 the ranks of the parent power. To increase the emulated power you must continue to raise the parent power.

yes… unless you buy it as its own power.. its emulated
