I have a player who plays a Shaman with the Skin Dancer path. They were wondering, if they skinned a Fohl (medium swarm of tiny beasts) in Vision of Lives Past, if they could use Beast Spirit Blessing to become a swarm, rather than a single tiny beast. The Fohl has a fly speed, so they can’t transform into something with a fly speed until level 6.
As a GM I don’t believe the purpose of Bestial Form is to change into a swarm of smaller creature. But I am looking for an official ruling.

I would say NO on the swarm.

I looked up Sage Advice for 5e. They agree with the NO on swarms.

Wild Shape lets you transform into a single beast. A swarm is a collection of beasts, not one.

I also checked the wording in the Arcanis Campaign Setting Guide which says:

When you join this path at 3rd level, you can use your bonus action to magically assume the shape of a beast that you have honored with your Honoring the Beast feature.

To me, this confirms the single beast restriction.

Yes, you are a single creature, and you turn into a single creature.

Yep. no swarms with Bestial Form

That’s not to say a sub-class in the codex of the mind may or may not allow you to take on the form of a swarm.
