Range: Melee (1 target) or Ranged 60′ (1 target)
or have Ranged attack removed from the Effect details.
OR
become Range: Self.
The current wording sort of allows you to cast it on an ally for their attack to be boosted; but the wording makes it really hard to calculate who takes the speed cost
