    I would make 2 major changes:

    1) You must go straight up into the air with the initial casting (Still very useful for reaching heights, ledges, or other areas

    Clarify the maneuverabilities on Flight. Reading the entries, it doesn’t appear that any creature can actually attack while flying unless they have Perfect. Saying you must move Half or Full Pace to stay aloft needs clarifications. Is that “move Half/Full Pace every 12 ticks?” Or every action? If it’s every action, then virtually no creatures can attack and fly.

    Assuming it’s “Move your Full Pace every 12 ticks” then Clumsy maneuverability is fine for Skyward, as you can take a movement action then act on your next few ticks. I would offer an improvement at Tier IV to Agile though.

    So flying creatures generally, take flight, charge an opponent, land, take flight, charge an opponent, and land? That seems rather limiting to me.

    never said they had to land…

    you walk by… a bird charges your head and hits it (finishing its “move” over your head) you swing your arms to hit it and miss (attacking blind and it has a high avoidance) on it’s next action it continues to fly…

    it never “stopped flying”

    Kind of like how most flying animals do what they do…

    I know I wrote up a monsterus maneuver which allowed fly by attacks… but now sure if it made it into Bestiary (don’t have a copy with me)

    if you want a monster that can fly and lets say fire a bow.. that’s perfect maneuverability

    a monster that fly’s over and drop’s stuff on you.. well dropping is a simple action \":P\"

    I guess I’m thinking of PC’s with flight. If the end goal is just to allow PC’s to move in the air without taking actions, that’s one thing maybe to clarify as an “Ask Pedro” question. If there was a desire to allow attacks/casting while flying (Which seems reasonable at higher Tiers), then perhaps they need to be given Perfect by Tier V (Increasing maneuverability)?

    so Here is how I Think skyward should work:

    Part A, move straight up X number of feet , immediately.

    Part B, slowly float down Automatically at 30′ every 4 ticks, allowing the caster incidental movement, while taking other non movement actions normally, keeping track of the floating speed and normal action speed separately

    and C instead of freely floating down , instead, actively taking charge of the movement, taking based movement actions (including Charge for example) with a fly speed of 30′ clumsy (with the caveats that for each bit of horizontal movement you also move downwards that much)

    I like Josh’s suggestion. However, if changed that way, other forms of flight for PC’s need to allow for non-movement actions.

    Effect:
    Immediately on casting the Target of this spell shoots straight skyward up to a maximum height of 100′ (The exact distance chosen by the recipient of the spell), on his next action he will begin descending to the ground.
    The Target will then slowly float down Automatically at 30′ every 4 ticks, allowing the Target incidental horizontal movement, while taking other non movement actions normally, keeping track of the floating speed and normal action speed separately until the target reaches the ground.

    Instead of freely floating down, the Target may take charge of their movement, and move with a fly speed of 30′ Clumsy provided for each 5′ of horizontal movement the target also descends 5′.

    Adaptation: Increase the CTN by 2 to increase the maximum height by 30’. This Adaptation may be applied more than once.

    Adaptation: Increase the CTN by 3, Speed and Strain by 1 to affect two Targets within 10’ of each other.

    Adaptation: Increase the CTN by 9 to cast this spell again during your decent; you may only perform this Adaptation once per Scene.

    I like it,

    but I worry people will use it to “leap out of combat” and fire down as they fall..

    the purpose of the spell is get you up to a wall, air-ship, battlements, and so on.. not as a “ha! you cant touch me as I rain spells down upon your head!!!)

    how about a -2 penalty to attack rolls until landing?

    With this change it is the best flight power in the game. I get up to 260′ up, out if range of most things, I get 36 ticks of gliding and can cast, shoot, buff, heal, etc.

    I also think we should limit the initial range to 60′
